The base rate and any surcharge rates shall be reviewed annually by the Village in order to determine whether or not they are sufficient to defray the fixed charges and annual operation and maintenance costs as determined from the wastewater treatment plant records. If the difference between the revenue derived from the rates and the annual costs is sufficient to justify an increase or decrease in the rates, Council will take appropriate action to revise the rates accordingly.
