Unless the context specifically indicates otherwise, the meaning of terms used in this chapter shall be as follows:
(a) “BOD” (denoting Biochemical Oxygen Demand) shall mean the quantity of oxygen utilized in the biochemical oxidation of organic matter under standard laboratory procedure in five (5) days at 20oC., expressed in milligrams per liter.
(b) “Debt Service Charge” shall mean a charge levied on users of wastewater facilities for the cost of capital improvements of such facilities.
(c) “Maintenance” shall mean that practice of keeping wastewater treatment system equipment, structures and other related facilities in a suitable condition to perform the services for which they were intended.
(d) ‘Normal Domestic Sewage” shall mean non-process segregated wastewater or wastewater from sanitary conveniences containing an average BOD5 of 200 mg/l and a suspended solids concentration of 250 mg/l.
(e) “Operation” shall mean the performance of such wastewater treatment system equipment, structures and other related facilities, whether manual or automatic, for the function and purpose for which they were intended.
(f) “Replacement” shall mean expenditures for obtaining and installing equipment, accessories, or appurtenances during the useful life of the treatment system necessary to maintain the capacity and performance for which such works are designed and constructed.
(g) “Sewer Service Charge” shall mean a charge levied on users of wastewater facilities and being the sum total of the User Charge and the Debt Service Charge.
(h) “Suspended Solids” shall mean solids that either float on the surface of, or are in suspension in water, sewage or other liquids and which are removable by laboratory filtering.
(i) “Useful Life” shall mean estimated period during which a treatment works will be operated.
(j) “User Charge” shall mean a charge levied on users of wastewater facilities for the cost of operation and maintenance (including replacement) of such facilities.
