(a) No new application for water or sewer service shall be accepted, and no water or sewer shall be furnished to persons or businesses located outside the corporation limits of the Village.
(b) Inasmuch as the sewer service of the Village sewerage system does not extend across or north of the railroad tracks within the Village, no such sewer service shall be furnished to persons or businesses located on the north side of the railroad tracks in the Village.

(c) Governmental Agency Outside Village Limits. A governmental agency that is outside the Village limits shall be allowed to tap into the water and sewer lines of the Village.
