Any person making or causing to be made without having obtained a permit, as required under Section 909.02 through 909.04, is guilty of a minor misdemeanor. Each opening made in violation of the provisions therein shall constitute a separate offense. Any person violating any provision of this chapter for which no penalty is otherwise provided is guilty of a minor misdemeanor for each offense.
