Upon the effective date of the contract authorized by Section 1420.02 and thereafter until this chapter or the Code of Building Regulations is repealed by Council or until the contract is cancelled, the City shall and hereby does relinquish and transfer to the Board of Commissioners of Wood County and its Department of Building Inspection the power and jurisdiction to administer and enforce the Code of Building Regulations within the corporate limits of the City, except that this provision shall not be construed as limiting the power or jurisdiction of Council to repeal or amend such Code of Building Regulations at any time as the same affects building operations within the corporate limits of the City, and except that any officer or employee of the City may file in any court of competent jurisdiction complaints, affidavits and other papers requisite to instituting and prosecuting any prosecution for the violation of any provision of such Code.
