1086.02 RULES GOVERNING THE BUREAU OF SANITATION.
      (a)    Rule l. The City will collect, convey and dispose of refuse and recycling once per week from all dwellings. Where the City provides container carry-out and carry- back service, a monthly fee will be charged to each dwelling using such service, except that disabled persons and residents over the age of sixty-five years of age shall be exempt from the payment of such charge. This fee will be determined from time to time by the Director of Public Service. Such fees are due and payable to the City by the occupant for this service. All carry-back containers shall be placed at ground level, not within the right of way of a street or alley and easily accessible by driveway and/or sidewalk near the street or alley.
Rule 2. The owners of all commercial uses, industrial uses, apartment buildings with more than six apartments, or an apartment building complex which has more than six apartments in common ownership of multiple buildings on the same parcel of land or adjacent parcels of land, and mobile home parks, shall arrange for the collection, conveyance and disposal of refuse at least once per week by a private refuse collection firm licensed to do business in the City. Such owners shall also arrange for the proper disposal of all yard waste generated at such establishments.
Rule 3. These rules do not prohibit the actual producers of refuse or yard waste, or the owners of the premises upon which refuse or yard waste has accumulated, from personally collecting, conveying and disposing of such refuse or yard waste, provided such producers or owners comply with this chapter and with any other governing law or ordinance.
Rule 4. It is not necessary to place and maintain garbage, ashes and rubbish in separate containers.
Rule 5. Garbage and rubbish shall be drained of all liquids before placed in containers for collection.
Rule 6. Yard waste shall be placed for collection in 30 gallon generic paper yard waste bags, not weighing over 65 pounds, in securely tied bundles not exceeding four feet in length, two feet in diameter and sixty-five pounds in weight, in a 64 gallon Toter supplied by resident with a weight limit of 225 pounds, or in a 96 gallon Toter supplied by resident with a weight limits of 335 pounds and affixed with an official Perrysburg yard waste tag. City issued refuse and recycle Toters cannot be used for yard waste collection.
Rule 7: Refuse and recycling Toters shall be provided by the City, and will consist of one Toter for refuse and one Toter for recycling. Except as otherwise described herein with respect to unlimited collections, or upon specific consent of the City's Director of Public Service, refuse and recycling will only be collected from City Toters. These Toters remain the property of the City. Additional City Toters may be requested by residents for additional refuse and recycling at that specific address.
Rule 7a. The City may refuse to remove any refuse and/or recycling from Toters that are improperly used. Improper use includes, but is not limited to: use contrary to the rules and policies provided for herein, trash in the recycling Toter, yard waste in the refuse or recycling Toter, Toters left in the right-of-way 24 hours after collection, abuse and/or destruction of the Toter outside of normal wear and tear, and uses reasonably deemed inappropriate by the City.
Rule 8. All Toters must be placed for collection at the curb or alley by 7:00 a.m. on the day of collection and no earlier than 6:00 p.m. of the night before the collection day. Toters will not be collected from corrals. Empty Toters shall be removed from the curb or alley on the day of collection.
Where the City provides carry-out and carry-back service, Toters shall be placed at ground level on a hard surface on the property, not within the right of way of a street or alley, and accessible to the street or alley from which collection is made. City employees will not enter buildings or go behind fences to carry Toters. Residents may be subject to a fine if Toters are left at the curb or in the right-of-way 24 hours after collection. All Toters shall be stored in a manner that is not unsightly to you or your neighbors and which is otherwise consistent with these rules and any other laws or requirements of the City of Perrysburg.
Rule 9. Unlimited refuse consists of: furniture, appliances, metal or plastic (NOT WOODEN) swing sets or other playground equipment, water beds, above ground, inflatable pools dismantled into pieces not weighing over 65 pounds each, tires, and individual minor automobile parts such as exhaust pipes or mufflers.
Rule 10. Unlimited collection does not include major automobile components, such as, but not limited to engine blocks, fenders, doors, other automobile parts, batteries, and used motor oil; yard waste; fencing; wooden playground structures; construction and building materials; bathroom, kitchen and plumbing fixtures including but not limited to sinks, toilets, bath tubs, and hot tubs; and any items which may reasonably be deemed unsafe for handling and disposal by the City. These items may not be collected by the City and it is the responsibility of the resident to properly dispose of them.
Rule 11. The removal of clothing, bedding or other refuse from places where highly infectious or other contagious diseases have prevailed shall be performed under the supervision of the County Health Department. Such refuse shall not be placed in containers for regular collections.
Rule 12. Highly flammable or explosive materials, ammunition, lead acid batteries, recyclable batteries and used motor oil shall not be placed in containers for regular collections, but shall be disposed of or recycled at the expense of the owner or possessor thereof.
Rule 13. Burning of refuse and yard waste in the City is prohibited.
Rule 14. Except as consistent with the automated refuse and recycling program otherwise established in this Code, no person shall throw, bury or place any refuse, recycling or yard waste in any street, alley, vacant lot, field or other public place within the City, nor shall any person throw or deposit any refuse, recycling or yard waste in any stream, creek or any creek bank, ditch, pond or other body of water or on any watercourse bank.
Rule 15. No person shall cast, place, sweep or deposit anywhere in the City any refuse, recycling or yard waste in such a manner that it may be carried or deposited by the elements upon any street, sidewalk, alley, sewer, parkway or other public place or upon any occupied premises within the City.
Rule 16. No person shall remove any recyclable materials or the container in which they are placed without the consent of the City.
Rule 17. Except as otherwise specified in this Code, no person shall deposit their residential or commercial refuse, recycling or yard waste in City's trash barrels or dumpsters.
Rule 18. Pet owners, when walking their pet on public property including City parks and sidewalks, shall be subject to the provisions of Codified Ordinance 660.03 regarding placement of unsanitary and/or unsightly material on public property, and must be carrying at all times a visible means of collecting and disposing of pet waste properly in designated containers.
Pet waste shall be placed in a sealed and disposable container, which then may be placed with other garbage for curbside collection.
Rule 19. Sharps disposal. Hypodermic needles, syringes and lancets shall be placed in an impermeable SHARPS container or plastic laundry detergent bottle clearly marked as a sharps container with the lid tightly secured and placed in the refuse Toter. These items may not be placed in the recycling Toter.
Rule 20. During collection, if inappropriate or unacceptable items are in the refuse or recycling Toter, City crews will stop emptying the Toter. The resident is responsible for correcting the problem before City crews will resume collection for that address.
