The Mayor is hereby authorized and directed to appoint a temporary, part-time, special policeman for the limited purpose of supervising and regulating the boat ramp and related facilities. The special policeman shall be deputized by the Mayor with full police powers, which shall be limited to the immediate and surrounding area of such facilities. The special policeman shall be employed at an hourly rate to be determined by Council, the payment of which shall be made from the fund to which the permit fees established by Section 1080.03 are credited. The special policeman shall perform his duties pursuant to the provisions hereof and under the immediate direction and control of the Director of Public Service-Safety or the Police Chief.
