The boat ramp and related facilities at the terminus of Maple Street at the Maumee River shall be subject to supervision and regulation of use during the period from March 1 through October 1 of each year, in order that proper and careful use be made of such facilities, that peace and order be maintained, that private property be protected and that all users, particularly City residents, have an equal and fair opportunity to use the same.
