No owner of land now or hereafter located within the corporate limits of the City and outside of the limits of a local sewer district shall, directly or indirectly, make connection from such land to or with or tap into the sewerage system of the City, and no permit to do so shall be issued, unless and until such owner has fully complied with all the provisions and conditions of this chapter, or unless permission for a temporary connection is granted pursuant to the provisions of Section 1046.10.
