The provisions of this chapter shall not apply to any property for which sewage disposal facilities cannot, in the opinion of the Director of Public Utilities, be permanently connected with the lines and pipes of General Sewer District No. 1, or with the facilities of an existing local sewer district. However, in the case of such properties, temporary connections with the sewage disposal system of the City may be made upon such terms and subject to such conditions as the Director may determine to be fair and reasonable after considering the needs and convenience of the properties for the benefit of which the existing facilities were constructed. In all such cases the temporary grant shall be subject to the approval of Council by motion concurred in by a majority of the members elected thereto, and to the condition that if and when the disposal of sewage from the subject property adversely affects the existing facilities of the City, the connection shall be discontinued without recourse to the City.
