No person shall construct a house sewer or make a connection to or repair a public sewer if such person has not been authorized or licensed to perform such work. All work, including abandoned tap, shall be inspected by the City's Director of Public Utilities or his or her authorized agent and shall require a repair permit issued in the form required by the Director.
