No house sewer shall be constructed to connect with a public sewer and no connection shall be made to a public sewer within or without the City until the written permission of the Director of Public Utilities or his or her authorized agent has been obtained by the person, firm or corporation employed to perform the work. An application for a permit shall be signed by the owner, agent or lessee of the property for which the connection is to be made and by the person, firm or corporation employed to perform the work. The application must describe the property, state the fixtures to be connected and be accompanied by a fee of fifty dollars ($50.00) for those connections within the City and twenty-five dollars ($25.00) for those connections outside the City.
