(a) At a minimum, street lights will be installed at each of the following locations: street intersections, curves of 125 feet or shorter centerline radius, cul-de-sacs and eyebrows. Such street lights will be installed in a manner and with such illuminance levels as determined by City staff.
(b) On arterial, collector and marginal access streets, it is likely that street lights in addition to those specified in subsection (a) hereof will be needed. Such additional street lights will be installed at locations, in a manner and with such illuminance levels as may be approved by the Council.
(c) On local streets, it is possible that street lights in addition to those specified in subsection (a) hereof may be needed. Such additional street lights will be installed at locations, in a manner and with such illuminance levels as may be approved by the Council. In its approval the Council shall specify the necessity for installing the additional lights.
