1020.16 FEES FOR CHECKING, INVESTIGATING AND INSPECTION.
   Each person undertaking improvements within the City shall pay the City the actual cost of control testing, checking, investigating and inspecting all improvements during construction as required by these Codified Ordinances. Such costs shall be determined to be the money expended by the City, including the salary of the City Inspector and his or her staff, required to defray the cost of maintaining City inspection facilities. Failure of any person undertaking such an improvement to assume and pay charges contemplated by this section shall be cause for the City to refuse to accept the improvement and to refuse to issue zoning and occupancy permits.
