The Director of Public Service-Safety shall not issue an excavation permit for excavations to be made or proposed to be made in paved portions of the public streets or alleys from October 15 to March 15 of any years, if the purpose of such excavations is to survey or inspect existing facilities, unless such survey or inspection is necessary to locate maintenance, or to construct new facilities.
