No person, and no agent of any person, who is engaged in disturbing the pavement of or breaking into or excavating in the streets and other public ways and public grounds shall fail, upon demand, to exhibit to any officer of the City, employee of the Director of Public Service-Safety or police officer, the written permit provided for.
