The County Area Redevelopment Council, an incorporated association of individuals, is hereby authorized and empowered to represent the Board of Commissioners in all matters pertaining to the development of an overall economic development program for the county and to represent the county as coordinator of redevelopment activities as the official representative of the area under the Area Redevelopment Act (Pub. L. No. 87-27) of the Congress of the United States.
