Any person who deposits dirt, soil or ground upon any lot, premises or parcel of land within the City after the adoption of this chapter (Ordinance 1963-22, passed June 19, 1963), who has not obtained a permit as provided for in Section 1470.02, or who permits any of the conditions described in Section 1470.03, except subsections (c), (d) and (e) thereof, to exist, and any person, who violates the provisions of Section 1470.01, shall be deemed to be in violation of this chapter.
