1470.02 PERMIT APPLICATION; ISSUANCE AND FEE; GUARANTEE.
   The owner, part owner or occupant of any lot, premises or parcel of land within the City who desires to deposit, dump or dispose of any dirt, soil or ground at any location within the City may apply to the Inspector of Buildings for the permit referred to in Section 1470.01.
   The Inspector shall issue such permit, provided the applicant:
   (a)    Pays a fee of fifteen dollars ($15.00) to the City;
   (b)    Deposits with the City a guarantee fund in the amount of three hundred seventy- five dollars ($375.00);
   (c)    Executes an agreement to comply with all the conditions and regulations of the City pertaining to the use of fill dirt;
   (d)    Specifically and accurately describes the exact location at which such dirt, soil or ground is to be deposited, and gives his full name and post office address and phone number; and
   (e)    Gives to the City unrestricted authority to enter upon the premises for the purpose of enforcing the provisions of this chapter and for such purposes to use all or any part of the guarantee fund of three hundred seventy-five dollars ($375.00).
