Upon receipt of the application and cash deposit as provided in Section 1040.01, the Chief of the Fire Department shall notify the City of Cleveland Water Department that authority for the private use of such water hydrant has been granted by the City of Pepper Pike, provided the public safety and welfare is not impaired.
