Any person desiring to obtain water for private purposes from a water hydrant located in any public street within the City shall apply in writing to the Fire Department, stating the purpose, location, amount of water desired and time such hydrant will be in use for such private purpose. The application shall be accompanied by a cash deposit of one thousand two hundred dollars ($1,200) for assurance that any damage or injury to the water hydrant or the public street will be repaired and restored to its original condition.
