238.01 COMPOSITION.
   (a)   The Police Department shall consist of one Chief, up to one Administrative Lieutenant, who shall be an assistant to the Chief, up to five Sergeants (subject to the provisions of Section 238.01 (c)), thirteen Patrol Officers, who shall be referred to as Class B Patrol Officers during their first three years of service and thereafter as Class A Patrol Officers, and such Part- time Patrol Officers as are authorized by the Council to be appointed by the Mayor and who shall be in the unclassified civil service. Both the appointment and removal of Class A and Class B Patrol Officers and of Sergeants shall be in the manner prescribed by the City Charter and the Rules of the Civil Service Commission.
 
   (b)    The Mayor is authorized to appoint within the Police Department, a part-time Police Administrative Assistant/Clerk of Police Records, who shall be secretary to the Chief of Police.
 
   (c)    There shall be no more than four Sergeants if the position of Administrative Lieutenant is filled.
