Occupants or owners of non-exempt mobile homes parked outside of a mobile home park shall remit such fees directly to the Village Treasurer as provided in § 150.02 of this chapter. It shall be the full and complete responsibility of the licensee of a mobile home park to collect such fees from each occupied, non- exempt mobile home therein and to remit such fees to the Village Treasurer as provided in § 150.02 of this chapter.
