It shall be unlawful for any person under the age of 16 years to go, remain, or be upon any of the gangways, floats, or vessels in the Pepin Harbor, unless such person is accompanied by an adult, or unless such person has the written permission of the owner of any vessel located at the Pepin Harbor to go upon such vessel, or unless such person has permission of the Police Department.
