§ 71.17 UNAUTHORIZED USE OF PARKING SPACES RESERVED FOR PERSONS WITH DISABILITIES.
   (A)   It shall be prohibited to park any motor vehicle which is not bearing registration plates or decals issued to a person with disabilities, as defined by state law, or to a disabled veteran pursuant to state law, in any parking place, including any private or public off-street parking facility, specifically reserved by the posting of an official sign for motor vehicles bearing such registration plates. Any motor vehicle bearing a person with disabilities license plate or a person with disabilities parking decal or device containing the international symbol of access issued to persons with disabilities by any local authority, state, district, territory, or foreign country shall be recognized by state and local authorities as a valid license plate or device and receive the same parking privileges as residents of this village.
   (B)   Any person or local authority owning or operating any public or private off-street parking facility may, after notifying the Police Department, remove or cause to be removed to the nearest garage or other place of safety any vehicle parked within a stall or space reserved for use by a person with disabilities which does not display person with disabilities registration plates or a special decal or device as required under this section.
   (C)   Any person found guilty of violating the provisions of this section shall be fined as set forth in § 71.99 in addition to any costs or charges connected with the removal or storage of any motor vehicle authorized under this section.

§ 71.18 MANNER OF PARKING IN CERTAIN AREA.
   Parking of motor vehicles on Second Street between Lake and Main Streets shall be in the following described manner.
   (A)   Parking space shall be clearly marked on curbing. No vehicles shall be parked where such markings do not appear.
   (B)   All vehicles shall be parked according to angle of and space of curb markings.
   (C)   Right-hand front wheel or bumper should be in contact with curb line.

§ 71.19 SEASONAL PARKING IN SPECIFIED PLACES.
   (A)   Purpose.
      (1)   This regulation is to assist in the snow removal from the business area on Second Street and is not part of, nor shall conflict with snow emergency parking regulations.
      (2)   To ensure effective snow removal on Second Street from November 1 to April 1, this shall apply between Pine Street and Prairie Street (blocks numbered 300, 400, and 500).
   (B)   Restricted parking. Parking is restricted to odd/even starting dates:
      (1)   On odd calendar dates, from 10:00 p.m. to 7:00 a.m. the following day, park on the side
of the street with odd numbered addresses. At 7:00 a.m., the vehicle shall be moved to the other side of the street.
      (2)   On even calendar dates, from 10:00 p.m. to 7:00 a.m., the following day, park on the side of the street with even numbered addresses. At 7:00 a.m., the vehicle shall be moved to the other side of the street.

§ 71.20 PARKING OF TRAILERS.
   (A)   Parking of trailers over 48 hours is prohibited on any village street, alley or other public place, except as authorized by the Chief of Police.
   (B)   A TRAILER is defined as a vehicle without motive power designed for carrying property or passengers wholly on its own structure, and for being drawn by a motor vehicle, but does not include mobile home nor boat/snowmobile/lawn tractor trailer. The fact that any such vehicle or structure is rendered immobile by removal of its wheels, the erection of a foundation thereunder, or any similar alteration, shall not operate to exclude it from this definition.
   (C)   Restriction on parking of trailers does not apply when the trailer is being actively loaded or unloaded.

SNOW EMERGENCIES
§ 71.30 ANNOUNCEMENT OF SNOW EMERGENCY.
   Whenever the Village President finds that falling snow, sleet, or freezing rain will create a condition which makes it necessary that the parking of motor vehicles on snow emergency routes be prohibited, or whenever he or she finds on the basis of a firm forecast of snow, sleet, or freezing rain that the weather conditions so forecasted may create a condition making it necessary that such parking be prohibited, he or she is authorized to announce such prohibition, to become effective at a time specified by him or her. After the effective time of such prohibition, no person shall park any vehicle or permit any vehicle to remain parked on a snow emergency route. However, if a fall of snow, sleet, or freezing rain occurs after 11:00 p.m. and prior to 6:00 a.m., and the Village President has not announced prior to 11:00 p.m. that parking on snow emergency routes is to be prohibited after a specified time, a vehicle parked on a snow emergency route may remain so parked until 7:00 a.m. following such fall. The prohibition of parking announced by the Village President under the authority of this section shall remain in effect until he or she announces the termination of the snow emergency, in part or in whole, after which the prohibition of parking authorized by this section shall no longer be in effect.

§ 71.31 TERMINATION OF EMERGENCY.
   Whenever the Village President shall find that some or all of the conditions which gave rise to the snow emergency prohibition no longer exist, he or she is authorized to declare the termination of the emergency, in part or in whole, effective immediately on announcement. If such announcement is made other than between 6:00 a.m. and 11:00 p.m., it shall be repeated between those hours.
