§ 33.20 QUORUM, VOTING AND MEETINGS.
   (A)   Four voting members of the Commission shall constitute a quorum.
   (B)   No final action shall be taken on any measure before the Commission without concurrence of a majority of the voting members present at such meeting; provided, however, when recommending any variation or whenever otherwise specifically required in the Village Code, the concurrence of four of the voting members present at such meeting shall be required. The Chairman shall be a member of the Commission with the authority to vote on all issues before the Commission. The Commission shall keep minutes of its proceedings showing the vote of each member upon every question, or, if absent, or failing to vote, and shall also keep record of its findings and other official acts.
   (C)   Meetings shall be held at such times as the Commission may determine, or on call of the Village President, or of any four members, or chairperson.
