The Commission shall consist of seven members. All members of the Commission shall reside within the village or within territory contiguous to the village and not more than one and one-half miles beyond the corporate limits of the village and not included within any other municipality. All members shall be appointed by the President and subject to confirmation by the corporate authorities, shall be subject to removal at any time in the manner provided for by law, shall serve with compensation as provided by ordinance, and shall all take an oath.
