§ 32.09 PART-TIME POLICE OFFICERS, FEMALE POLICE OFFICERS.
   (A)   (1)   The Village President is hereby authorized to appoint 16 part-time police officers as employees, subject to the advice and consent of the Board of Trustees.

      (2)   A female police officer employed by the Police Department is directly responsible to the Chief of Police, through Department chain of command. In the event of detention, a female police officer acts as detention officer. A female police officer will accompany a police officer during transportation of female prisoners. Requests for services of a female police officer from other agencies must be approved by the Chief of Police or sergeant. If neither are available, permission is requested from the command officer of the shift.

   (B)   Prior to appointment, all proposed part-time police officers shall be fingerprinted and their fingerprints shall be checked with the Federal Bureau of Identification, Washington, D.C., for any possible criminal record. No person shall be appointed as a part-time police officer if he has been convicted of a felony or other crime involving moral turpitude. The appointment of any or all part- time police officers may be terminated by the Village President subject to the advice and consent of the Board of Trustees.

   (C)   Such part-time police officers shall be members of the regular Police Department of the village. Identification symbols worn by such part-time police officers shall be the same as those used by the regular Police Department and shall be selected and chosen by the Chief of Police of the village. Part-time police officers shall at all times during the performance of their duties be subject to the direction and control of the Chief of Police of the village.

   (D)   Part-time police officers shall have the following powers and duties, when properly assigned and on duty:
      (1)   To aid or direct traffic in the municipality;
      (2)   To aid in control of natural or manmade disasters;
      (3)   To aid in case of civil disorder;
      (4)   To perform normal and regular police duties when assigned by the Chief of Police on occasions when it is impracticable for members of the regular Police Department to perform normal and regular police duties;
      (5)   To arrest or cause to be arrested, with or without process, all persons who break the peace, or are found violating any municipal ordinance or any criminal law of the state;
      (6)   To commit arrested persons for examination;
      (7)   If necessary, to detain arrested persons in custody overnight or Sunday in any safe place, or until they can be brought before the proper magistrate;
      (8)   To exercise all other powers as conservators of the peace that the corporate authorities may prescribe;
      (9)   To serve and execute all warrants for the violation of municipal ordinances or the state criminal law, within the limits of the Village, and for this purpose to have all the common law and statutory power of sheriffs.

   (E)   Part-time police officers and part-time female police officers shall not carry firearms except with the express written permission of the Chief of Police of the village, and then only when in uniform and in the performance of their duties.
   (F)   Part-time police officers and part-time female police officers, prior to entering upon any of their duties, shall receive a course of training in the use of weapons and other police procedures by the Chief of Police of the village. Upon completion of the course of training, the Chief of Police shall file a certificate attesting to the police officer's completion of the course in said officer's personnel file.
   (G)   Part-time police officers shall be defined as those officers hired for positions which require specific hours, but are not required to work all regular days (shifts of the year). These officers are not entitled to sick leave, vacation, or other similar benefits. They shall work 20 hours or less per week, unless otherwise specifically ordered by the Chief of Police or Department Supervisor.
   (H)   In addition to those requirements for employment for part-time police officers which may be established from time to time by policy of the village, all part time officers shall also meet the following minimum criteria:
         (a)   High school or twelfth grade education;
         (b)   U.S. citizenship;
         (c)   Holders of valid Illinois drivers license;
         (d)   A positive criminal history investigation (background check), including submission of fingerprints to the Illinois State Police, Bureau of Identification, and Federal Bureau of Investigation;
         (e)   Following completion of in-service training as may be required, all officers shall serve a minimum one-year probationary period;
         (f)   All officers must have valid and current Illinois Firearm Owner's Identification cards;
         (g)   Passage of psychological testing;
         (h)   All officers must pass physical examination, including drug testing;
         (i)   All part-time officers must complete the Illinois Law Enforcement Training and standard Board requirements, to wit: 400 hours of certified training or receive a waiver from the training board and pass the required power test.
   (I)   Part-time police officers and part-time female police officers shall be paid as directed by the Village Board of Trustees for each hour of service performed; provided such service is performed at the direction of the Chief of Police.
