A Certificate of Occupancy shall be required for all new structures and for any structure changing its use prior to its use or occupancy. A Temporary Certificate of Occupancy for residential structures may be issued in the months from November through March (inclusive) in cases where the completion of a driveway or sidewalk remain pending but the structure is otherwise ready for occupation.
