§ 150.029 PERMIT EXPIRATION.
   (A)   All work outlined in the building permit shall cease after one year and the building permit shall expire unless the Administrator or his or her designee gives written approval to extend the building permit based upon a construction schedule agreed upon between the Administrator or his or her designee and the owner of the property or applicant for the building permit. All building permit and inspection fees are nonrefundable.
   (B)   Every permit issued by the Building Department under the provisions of this chapter shall expire by limitation and become null and void if the building or work authorized by such permit is not commenced within six months from the issue date of the permit, or if the building or work authorized by such permit is suspended or abandoned at any time after the work is commenced for a period of six months.
      (1)   A permittee holding an unexpired permit may apply for a one-time extension, which may be granted at the discretion of the Administrator or his or her designee if reasonable cause is shown, including a showing that the work cannot be commenced within the six-month period from the issue date due to circumstances beyond the control of the permittee.
   (C)   Once a permit expires, work cannot be commenced or resumed until a new permit has been issued by the Building Department for the unfinished work and the permittee has paid the applicable fees. The fee for renewal permits shall be the higher of 50% of the original fee or the fee as based on the unfinished portion of the project, provided no changes have been made in the original plans and specifications for such work.
