The building permit and placard shall be kept on the site of operation and available to the public for inspection during the entire time of the work performed. The placard shall be kept in a conspicuous location on the construction site in full view from the right-of way. In unusual cases in which it is not practical to place the placard in the view of the right-of way, it shall be the discretion of the Administrator or his or her designee to determine the proper location for its placement.
