Any person maintaining a private driveway which passes over any gutter or open sewer must provide a culvert having an inside diameter of not less than 12 inches and made of such material that it will withstand the weight of any vehicle which may be permitted to pass over it. The culvert will also be able to withstand all weather conditions to which it may be subjected.
