The proclamation herein authorized shall no later than 30 days following the proclamation, or the adjournment of the first regular meeting of the Corporate Authorities after the state of emergency has been declared, whichever is first, unless sooner terminated by a proclamation of the President of the Board of Trustees indicating that the emergency no longer exists. The President of the Board of Trustees shall have the power to proclaim the existence of emergency at the end of each period during the time the emergency exists.
