§ 91.70 ADMINISTRATION, ENFORCEMENT OF ANIMAL CONTROL PROGRAM; STAFF.
   (A)   The Board of Trustees of the village shall appoint a veterinarian licensed by the state as the Administrator of the Animal Control Program. The Administrator may also be the Health Inspector of the village. The Animal Control Officer shall be the Chief of Police and shall have authority to appoint persons to assist him in performing the duties and responsibility set forth in this chapter.

   (B)   Enforcement.
      (1)   The Administrator is hereby charged with the enforcement of all sections of the Illinois Animal Control Act as provided in ILCS Ch. 510, Act 5, § 1 et seq., or as hereafter amended and the county animal control ordinance.
      (2)   The Administrator and Animal Control Officer are, for the purpose of enforcing this chapter, clothed with full police power and are hereby authorized to issue county circuit court citations for violation of the Illinois Animal Control Act or this chapter.
