(A) No person shall drive any vehicle upon any public street or highway of the village at a speed that is greater than is reasonable and proper with regard to traffic conditions, or that endangers the safety of any person or property. The fact that the speed of a vehicle does not exceed the applicable maximum speed limit does not relieve the driver from the duty to decrease speed when approaching and crossing an intersection, when approaching and going around a curve, when approaching a hill crest, when traveling upon any narrow or winding roadway, or when special hazard exists with respect to pedestrians or other traffic or by reason of weather or highway conditions; and speed shall be decreased as may be necessary to avoid colliding with any person or vehicle on or entering the highway in compliance with legal requirements and the duty of all persons to use due care.
(B) No person may drive a vehicle upon any public street or highway of the village at a speed which is greater than the applicable maximum speed limit established by this section or similar provisions of the Illinois Vehicle Code.
(C) Notwithstanding the general speed restrictions delineated in the Illinois Vehicle Code, and as provided by ILCS Ch. 625, Act 5, § 11-604, unless some other speed limit is established and posted pursuant to this chapter, the maximum speed limit on all streets and highways under the jurisdiction of the village for all motor vehicles is 25 miles per hour. The following speed limits are hereby ordained with respect to the streets indicated in the village notwithstanding other provisions of this section and appropriate signs shall be posted showing such speed limits:
Blaine Street—20 miles per hour.
(D) On the following public streets, all of which are located near Peotone High School, the speed limit shall be 20 miles per hour on school days when school children are present and appropriate signs shall be posted showing such speed limits:
(1) Rathje Road, from Corning Avenue to Joliet Road;
(2) North Street, from Rathje Road to The Hague;
(3) Ashburton Lane, from North Street to Hans Brinker Drive;
(4) The Hague, from Hans Brinker Drive to North Street; and
(5) Hans Brinker Drive, from Corning Avenue to The Hague.
(E) The operation of any motor vehicle within the village on any of the above-reference streets in excess of the applicable speed limits is strictly prohibited.
