The purpose and scope of this chapter is to provide for the fair and efficient enforcement of village vehicular standing, parking, and vehicle compliance regulation violation(s), and other vehicle regulation violations as provided by law through an administrative adjudication of violation(s) of such regulations and to establish a schedule of uniform fines and penalties and authority and procedures for collection of unpaid fines and penalties, all pursuant to the authority provided in § 11-208.3 of the Illinois Vehicle Code (ILCS Ch. 625, Act 5, § 11-208.3). That section is hereby adopted in its current form and as it may be amended from time to time and to the extent permitted by the Illinois Constitution of 1970. For purposes of this chapter, "compliance violation" means a violation of a village regulation governing the condition or use of equipment on a vehicle or governing the procurement and display of a village vehicle license, as provided in Chapter 70 of this title.
