In the event a fine or penalty is assessed pursuant to any provision of this code, a default in the payment of a fine or penalty or any installment of a fine or penalty may be collected by any means authorized for the collection of monetary judgments. The village and the Village Attorney or the Finance Director or their designees may retain attorneys and private collection agents for the purpose of collecting any default in payment of any fine or penalty imposed by this code, or any installment of a fine or penalty. The village shall add a 35% cost of collections to any outstanding balance that requires the village to retain the services of a collection agency. The 35% cost of collections shall include any default in a fine or penalty and any installment of a fine or penalty that was referred to an attorney or private collection agency prior to the date of enactment of this section and the payment of which remains outstanding.
