It shall be unlawful for any person, firm, or corporation to engage in the business of scavenger, yard waste, recycling, or the collection or disposal of animal, human, or vegetable refuse, or offal, without having first secured a license therefor. The scavenger service under contract with the village for weekly scavenger services shall be exempt from licensing for work conducted within the scope of the village contract. Governmental entities and not-for-profit organizations engaged in recycling programs are exempt from the provisions of this section.
