The sole service charges to owners, occupants, or lessees for the collection and disposal of household garbage and rubbish as defined in § 50.01 shall be in accordance with any duly accepted agreements be and between the village and its licensed scavenger. The village licensed scavenger contractor shall bill each such owner for garbage and rubbish removal in accord with the approved agreement between the village and the licensed scavenger contractor. Each individual owner, occupant or lessee within the village shall be responsible for his or her own yard wastes disposal charges, which shall be paid directly by the individual customer to the disposal service provider.
