Subject to the provisions of this chapter and except as otherwise by ordinance provided for, the village shall provide for the disposal of household garbage, recyclables and rubbish, as defined in § 50.01, by contract with a scavenger or disposal service. The village shall also license with any scavenger or disposal service of its choice for the removal of "yard waste" as defined in § 50.01.
