§ 71.07 FAILURE TO PAY PARKING CITATIONS.
   If a violator of the restrictions on stopping, standing, or parking under the parking ordinances of the city or of state law fails to make payment of the scheduled fine as specified on a parking citation affixed to such motor vehicle within the 30 days, the city shall send the owner of the motor vehicle to which the parking citation was affixed a letter informing the owner of the violation and warning that in the event the penalty is not paid within five days from date of mailing, a court citation will be issued requiring a court appearance and subjecting the violator to court costs.
