Whenever any motor vehicle without a driver is found parked or stopped in violation of any of the restrictions imposed by any ordinance of the city or state law, the officer finding such vehicle shall prepare a written parking citation giving the registration number, and other identifying information to such vehicle in a conspicuous place and directing the driver of the vehicle to appear at City Hall within 48 hours, or to pay the local scheduled fine established by § 71.06(B) at the City Clerk’s office as provided therein.
