It shall be unlawful for any person, individual, operator, licensee, partnership, limited partnership or corporation, or any manager, agent or employee of any firm, partnership, limited partnership or corporation, or any owner, lessor, licensee or permittee of any antenna or tower located in the village to violate any provisions of this chapter and shall, upon any violation or conviction thereof, be punishable by a fine as provided in section 1-4-1 of this code, plus costs, for each offense.
