(A) A system development charge shall be instituted on all new commercial development and industrial development in the town. In addition, a system development charge shall be instituted on all residential development on a per unit basis when that residential development contains at least four lots.
(B) System development charge for water. New customers, as defined in division (A) to the town water utility shall be charged a system development fee of $1,600.
(C) The Town Manager shall have the authority to increase the fee for commercial properties up to a factor of three for heavy volume water users, on a case-by-case basis.
