The following activities shall be performed by the town, at a minimum, to ensure compliance with this chapter, national categorical pretreatment standards, NPDES permit requirements, user discharge permits and other applicable rules or regulations.
(A) At the time of NPDES permit renewal, the town shall inventory its industrial users to determine the need of requiring any user who presently is not required to obtain a discharge permit from the town to do such.
(B) At the time of the NPDES permit renewal, the town shall review and update, if necessary, the headworks analysis of its existing wastewater treatment facility.
(C) POTW toxicity testing shall be performed in accordance with the NPDES permit issued for the POTW.
(D) Industrial monthly monitoring reports shall be reviewed each month and “Notice of Violations” issued, if necessary.
(E) The town shall evaluate the need for a significant industrial user to develop and implement accidental discharge/slug control plans.
(F) At least once each year, the town shall inspect, sample and monitor each significant industrial user to ensure compliance with this chapter, national categorical pretreatment standards, and applicable discharge permits.
(G) The town shall establish, implement, and enforce an inspection program for grease, oil and sand interceptors.
(H) The town shall accelerate enforcement activities as necessary to ensure compliance of all discharge permits issued.
(I) Semi-annual pretreatment reports shall be submitted to S.C. DHEC as required by the POTW's NPDES permit.
