(A) No person shall intentionally attempt to dilute, with the increase of process water, a discharge as a partial or complete substitute for adequate treatment to achieve compliance with his discharge permit and/or other limitations developed by the town or state.
(B) Dilution restrictions may be waived only if the national categorical pretreatment standards specifically allow dilution and the town determines that such would otherwise comply with the provisions of this chapter.
(C) The town may impose mass limitations on users who are using dilution to meet applicable pretreatment standards or requirements, or in other cases when the imposition of mass limitations is appropriate.
