§ 50.090 PRETREATMENT FACILITIES.
   (A)   The town performs a headworks analysis with every issued NPDES permit. This headworks analysis calculates the loading allowable for the wastewater treatment plant. This loading is approved by the approval authority with each pretreatment program update. This headworks loading is established to protect against pass through and interference. This headworks loading is used to determine the permit limits for the industrial wastewater discharge permit.
   (B)   Pretreatment facilities shall also be provided by those users where discharges are regulated by Federal Categorical Pretreatment Standards or more restricted local loading.
   (C)   Each owner/user required to install pretreatment facilities shall obtain a discharge permit from the town and shall abide by all applicable requirements of this chapter.
   (D)   The town will not be responsible for any costs associated with the design, construction, operation and/or maintenance of any pretreatment facility.
   (E)   Industrial wastewater permit limits apply at the point where the wastewater is discharged to the POTW. The town may apply mass limitations in addition to the concentration-based limitations.
