(A) All persons within the incorporated limits of the town shall connect to public sewers when such services are readily available and can be connected to at a reasonable cost to the town as determined by the town. Reference is further made to § 50.045 of this chapter. Should connection to the public sewer not be considered reasonable by the town then such persons desiring sewage service shall connect to a private sewage disposal system as described in § 50.076 of this chapter.
(B) Elder valves on services. All services for lots which do not have domestic water service by the town and have conventional gravity sewer served by the town shall have an elder valve at the road right-of-way or edge of easement. The elder valve shall be installed by the home builder's plumber and inspected by the town. The town reserves the right to utilize the elder valve in the event that the property owner is delinquent on sewer bill and assumes no liability for any damages sustained by the customer by reason thereof for the interruption.
(1) If the sewer service is disconnected for non-payment, it shall be the responsibility of the current account holder or financially responsible person to pay, in full, the severance fee and all past due charges in order to restore service.
(2) If the existing sewer service does not have an elder valve installed and must be disconnected for non-payment, the town will install an elder valve to allow for disconnection. The cost to install the elder valve will be added to the account. It shall be the responsibility of the current account holder or financially responsible person to pay, in full, the severance fee, all past due charges, and the cost of the elder valve installation in order to restore service. Fees determined by Town Council each year in their fee schedule.
