Those users meeting the definition of a significant industrial user shall pay a permit fee when making application for service or renewing an industrial user discharge permit. The fee shall be charged to cover all costs associated with the town's review of the proposed discharge with respect to concurrence with volume, wastewater characteristics, pretreatment requirements, as well as administrative services for permit issuance, S.C. DHEC concurrence, and the like. The permit fee shall be as established by the town and shall be paid at time of service application.
