Each new user of the town's sewer system shall pay a deposit fee in the amount as periodically adopted and published by the town. The deposit fee shall be paid at time of service application. The deposit shall be refunded at the time sewer service is discontinued, provided the user has paid all owed sewer charges and has a receipt, or other documentation acceptable to the town, that the deposit was made.
